Chancellor John Healey has underscored economic growth as his foremost priority as he prepares for the UK budget on October 28. In his inaugural major address since taking office in July, Healey emphasized the importance of enhancing growth throughout the UK while adhering to the government’s fiscal guidelines. He asserted that robust economic growth is the most sustainable method to bolster the nation’s finances.
Amid rising government borrowing costs, with long-term bond yields hitting an 18-year peak, Healey highlighted the necessity of maintaining fiscal discipline during ongoing uncertainties in global financial markets. Although he refrained from confirming potential tax increases, he assured that the government would honor Labour’s manifesto pledge not to raise taxes on working individuals. Additionally, he hinted at Labour’s exploration of savings in welfare expenditure, particularly by addressing growing youth unemployment.
Healey pointed out that assisting young individuals in transitioning from benefits to employment could yield both economic and social advantages, as it would lower welfare expenses and generate income tax contributions. The upcoming budget is anticipated to include plans for expanding the devolution of tax and spending authorities to regional mayors, featuring proposals related to business rates and income tax revenues.
Central to Healey’s strategy is increased investment, innovation, job creation, and reduced business regulation. He argued that fostering stronger growth is essential to tackling the UK’s cost-of-living challenges and business pressures. By focusing on these elements, the chancellor aims to lay a solid foundation for economic recovery and stability.
